Clicking on some windows 10 based menu does not work

Using a Linux server and a Windows 10 client. I have found some keyboard and mouse actions do not work on some windows 10 menus and interfaces. Some examples have been clicking OK button in a windows setting. I have WAMP installed and clicking the task tray icon for it opens the menu, but you cannot select items in the menu or click them. Could this be some kind of security issue to prevent a compromised PC from being taken over by a remote connection? TeamViewer seems to work fine. Maybe there is a windows setting to disable these issues?
